D-Setara Rating for Universities in Malaysia


D-Setara rating to evaluate universities' learning and teaching processes

PUTRAJAYA: A new rating system known as the Discipline-Based Rating System (D-Setara) initiative has been introduced to rate the quality of learning and teaching of undergraduates.
It will cover four disciplines: Engineering; Tourism and Hospitality; Medical, Dental and Pharmacy as well as Health Sciences.
Implemented by the Malaysian Qualifications Agency (MQA), Higher Education Minister Datuk Seri Mohamed Khaled Nordin said the four areas of study were chosen as the disciplines were underlined in the government’s education initiatives of the National Key Economic Areas.
The implementation of the D-Setara rating system is aimed at ensuring continuous improvement to the quality and competitiveness of higher learning institutions.
"The rating exercise also puts a benchmark for them to achieve the quality indicators, set,” Khaled said after delivering the ministry’s new year's mandate yesterday.
Khaled added that a D-SETARA main committee had been formed and its members comprised academicians, members from both the Malaysian Medical Council and Malaysian Board of Engineers.
It will be chaired by Prof Muhamad Jantan from Universiti Sains Malaysia (USM).
The difference between D-Setara and Setara that was implemented in 2011, is that the former rates the disciplines offered at an institution while Setara rates the institution as a whole.
Under the D-Setara system, institutions are rated from Tier 1 to Tier 6, with “1” being the weakest, “2” (satisfactory), “3” (good), “4” (very good), “5” (excellent) and “6”(outstanding).
A total of 37 universities and university colleges have participated in the D-Setara rating exercise.
One of those rated as “outstanding” under the D-Setara system is Taylor's University, for its Hospitality and Tourism discipline.
Among those which scored “5” are Curtin University Sarawak Malaysia (Engineering): Universiti Malaya (Medical, Dental and Pharmacy); and Universiti Sains Malaysia (Health Sciences).
